The SatCen follows an independent and separate recruitment process from other EU institutions or other EU agencies. The SatCen is currently staffed by agents recruited through open selection procedures.
The successful applicants of a SatCen vacancy will be offered contracts in accordance with the SatCen Staff regulations (Official Journal of the European Union No. L 276/1 of 21 October 2009). These Regulations still shows traits of the Western European Union (WEU), of which the Satellite Centre has been part of from its creation in 1992 to its Integration to the European Union on 1st January 2002.
When a post is vacant and cannot be filled internally, the vacancy notice shall be advertised stating the duties to be performed and the qualifications for the post.
The Director appoints the staff on the basis of merit and through fair and transparent competition procedures. The recruitment policy of the SatCen is to attract a high level of expertise and professionalism in order to fulfil the Centre’s mission. These highly qualified people come from all the Member States of the European Union.
The SatCen announces vacant posts on its Webpage. Notices of selection procedures may also be advertised on EPSO’s web page and notices of selection are also sent to the Permanent Representations of the Member States for their information.
The notice of open selection procedure will provide information on the conditions and essential requirements needed for the post. Vacancy notices are advertised only in English.
Recruitment of staff members is limited to nationals of the Member States of the European Union. Staff members shall be engaged at the lowest step of the grade of the post for which they are selected. However, the Director may grant a higher step where this is justified.
The travel and accommodation costs of candidates invited to the Centre for an interview or examination shall be met on the same conditions as those applying to staff members travelling on duty.
Staff member categories
The Staff are composed of Staff Members with international status governed by their own internal labour legislation, the SatCen Staff Regulations; Local Staff are governed by Spanish labour legislation, Trainee and National experts on secondment are subject to specific provisions.
1. Staff members
Staff members occupy budget posts listed in the table of staff members annexed each year to the Centre’s budget. The table of staff members differentiates between permanent posts and temporary posts. Permanent posts are posts relating to the core tasks of the Centre and to tasks of a permanent nature. Temporary posts are posts attached to projects or activities of limited duration.
The grade assigned to posts within the SatCen is determined on the basis of the duties and responsibilities associated with each post, as well as the minimum level of formal qualifications normally required to competently carry out the duties. Posts are classified in accordance with the categories and grades of the Coordinated Organisations (A, B or C grade).
The duration of appointment depends on the nature of the post held by the staff member:
Permanent Post: Staff members in permanent posts are appointed for an initial period of four (4) years. The staff member, not later than by the end of the third year of their appointment, will be informed either:
- (i) that their appointment will not be extended; or
- (ii) that their appointment will be extended for an indefinite duration; or
- (iii) that their appointment will be extended for a fixed period, which shall not exceed four years, if the Director considers it inappropriate to grant an indefinite appointment at that stage. Not later than one year before expiry of this extension, the staff member concerned shall be informed either that his appointment will not be extended, or that his appointment will be extended for an indefinite duration.
Temporary Post Staff members recruited in temporary posts cannot appointed for more than four years. They shall be renewable once, for a maximum period of four years. Temporary posts will automatically be withdrawn if funding ceases to be available. This is in
accordance with staff regulations, which include the end of contract if no comparable other post is available for the staff member.
Normally, the Centre will offer a contract for four years duration.
2. Local staff
Local staffs are auxiliary personnel recruited for short periods. They do not have the status of international staff, and are entirely subject to the laws and regulations of the host State (Spain) where they are employed.
In the frame of external projects, the European Union Satellite Centre may offer traineeships. For specific tasks the SatCen seeks young university graduates with a specialisation in different areas of interest for the Centre. The number of trainees depends on needs, available capabilities and budgetary possibilities.
The training enables the trainee to acquire professional experience by means of his/her work and to put into practice their knowledge he/she has acquired during his /her studies. (Training takes place within the fields of activity of the SatCen) The candidate for traineeship must be a national of a EU Member State. The normal period of training is 6 months.
The training period is unpaid however the trainee shall benefit from a monthly subsistence allowance.
4. Seconded national expert
The Satellite Centre recruits National experts depending on available capabilities and budgetary possibilities. The presence of National experts on Secondment at the Satellite Centre encourages the exchange of professional experience and knowledge in the field of Imagery Analysis. The Satellite Centre benefits from the high level of their knowledge and professional experience.
National Experts must be nationals of a EU Member State or third States having signed the provisions on the association of third States with the European Union Satellite Centre’s Activities.
For open vacancies, candidate should send his/her application to the Centre through the concerned Member States' Permanent Representation in Brussels. Secondment will be effected by an Exchange of Letters between the Director of the Centre and the Permanent Representation of the Member State concerned.
