I. Overview of the contract
The objective of this procurement procedure is to award a contract for the acquisition of IT services for the Development and Maintenance of a Service Management Infrastructure platform, comprising the following activities:
— Specification, design, development, test, bug fixing, deployment and documentation of a Service Management Infrastructure platform,
— Maintenance and support of the delivered platform, including troubleshooting, upgrades and minor improvements.
II. Overview of the procedure
This call for tenders is based on a restricted procurement procedure in accordance with Article 164(3) of the Financial Regulation -Regulation (EC, Euratom) No 2018/1046, of 18 July 2018, OJ L193 of 30/07/2018-.
This restricted procedure is composed of two (2) successive and distinct phases:
Phase I – Invitation to Participate (the present call):
Phase I concerns the selection of candidates following the publication of a contract notice in the Official Journal of the European Union.
In this phase any interested economic operator (including consortia) established in a Member State of the European Union, Iceland or Norway may submit a request to participate.
Based on the information and documents provided in the requests to participate, candidates will be selected (or excluded) according to the eligibility and exclusion criteria, the minimum requirements and the selection criteria set out in the document “Conditions for Request to Participate”.
Only candidates fulfilling all the criteria will be invited by the SatCen to submit a non-negotiable and binding tender.
Phase II – Invitation to Tender (separate invitation required):
Phase II concerns the evaluation of tenders submitted by the candidates previously selected in Phase I.
Only selected candidates in Phase I will receive the "Invitation to Tender", which will contain further information related to the scope of the contract, administrative procedure, contractual and financial issues, (guarantees, terms of payments, etc), the awarding procedure and the detailed technical specifications.

a) SatCen may, on its own initiative, inform interested parties of any error, inaccuracy, omission or any other clerical error in the text of this invitation and its annexes. This information will be published on the SatCen website at the following address:

b) Potential candidates may request clarifications with regard to the Tender documents and the nature of the Contract. The requests for additional information may be made in writing only to the following e-mail address: procurement.sea@satcen.europa.eu.
c) Requests for additional information received less than six working days before the closing date for submission of applications will not be processed (for practical reasons).
d) All additional information will be placed on the SatCen website (https://www.satcen.europa.eu/procurement/ongoing-calls-tender) under the reference number of this procurement procedure. Therefore you’re encouraged to visit that website regularly while preparing the request for participation.
After the opening of the requests to participate
e) If clarification is requested or if obvious clerical errors in the request to participate need to be corrected, the Contracting authority may contact the Candidate provided the terms of the Request to Participate are not modified as a result.
Any other contacts are prohibited and can lead to the exclusion of the Candidate.
