FRAMEWORK CONTRACT FOR THE ACQUISITION OF SERVICES SUPPORTING THE EVOLUTION OF THE COPERNICUS SERVICE IN SUPPORT TO EU EXTERNAL ACTION

New extended deadline to submit tenders: 12-10-2018

A revised version of the Tender Specifications (Annex I) has been published on SatCen website on 18-09-2018. The following changes regarding Lot 4 have been implemented:

  • Sections 1.5, 2.5.1 and 2.5.1.3 (pages 8, 14 and 15): Extended scope of “Impact Analysis Reports” (Lot 4) to include reports on legislative or institutional changes at the EU level that may have an impact on the operation of the SEA service.
  • Section 2.5.1.1 (page 15): Extended scope of “In depth analysis of the state of the art research and innovation” (Lot 4) to include the identification of opportunities for SatCen to participate in Research and Innovation projects that would allow the development of new technologies that may improve the SEA service operation.
  • Section 2.5.1.2 (page 15): More detailed description of "Roadmap for knowledge transfer" (Lot 4).

As a result of these changes, the time limits to submit tenders and questions and the date of the opening session have been extended by 2 additional weeks.

The objective of this procurement procedure is the award of a framework contract for the acquisition of consultancy services with the aim of developing new methodologies and products, which will contribute to update the portfolio of the Copernicus Service in Support to EU External Action according to users’ needs.

The framework contract will be divided into four Lots as follows:

  • Lot 1. On-line demonstrator: Development and deployment of a web-based GIS platform that integrates the results generated under Lots 2 and 3 and allows access and visualisation of such results. The platform will include a user-friendly interface with advanced visualisation solutions.

     

  • Lot 2. Data processing tools: Development of on-demand algorithms and processing chain tools aiming to automatize part of SatCen’s workflow of satellite data exploitation.

     

  • Lot 3. Geospatial development: Development of: (i) on-demand data processing tools supporting the Copernicus SEA Service geospatial production chain and the improvement thereof; and (ii) on-demand map templates to generate new products and/or improve current ones.

     

  • Lot 4. State of the art analysis: Production of on-demand research studies or reports analysing cutting-edge developments in the field of space and security supporting SatCen’s decision-making. The analysis performed will also help SatCen to maintain contacts with relevant stakeholders and identify the appropriate fora (brokerage events, conferences, workshops, etc.) to share research results.

 

For Lot 1, a single framework contract will be concluded with a single economic operator.

For Lots 2 and 4, a multiple framework contract with reopening of competition will be concluded on the same terms with a maximum of five (5) contractors per Lot, which will form a pool of industries to carry out the tasks under each Lot. The framework contract will be concluded with the five (5) best ranked contractors (as a maximum).

For Lot 3, a multiple framework contract in cascade will be concluded on the same terms with the two (2) best ranked tenderers.

After the opening of the tenders

If clarification is requested or if obvious clerical errors in the tenders need to be corrected, the Contracting authority may contact the tenderer provided the terms of the tender are not modified as a result.

Any other contacts are prohibited and can lead to the exclusion of the tender.

 

 

FRAMEWORK CONTRACT FOR THE ACQUISITION OF STUDIES SUPPORTING MULTISOURCE ANALYTICAL ASSESSMENTS

I.        Overview of the contract

The objective of this procurement procedure is the award of a framework contract for the acquisition of studies supporting Multisource Analytical Assessments in the field of border security. The aim is to cover the on-demand supply of studies (or reports) supporting multisource analytical assessments that must include quantitative and qualitative data collection/analysis methodologies, literature reviews, geospatial analysis and the integration/analysis of disparate sources of current and previously collected data, in order to provide actionable information over a specific area of interest (AOI) that will be specified for each study.

 

II.            Overview of the procedure

This call for tenders is based on a restricted procurement procedure in accordance with Article 104 of the Financial Regulation -Regulation (EC, Euratom) No 966/2012, of 25 October 2012, OJ L298 of 26/10/2012-.

This restricted procedure is composed of two (2) successive and distinct phases:

Phase I – Invitation to Participate (the present call):

Phase I concerns the selection of candidates following the publication of a contract notice in the Official Journal of the European Union.

In this phase any interested economic operator (including consortia) established in a Member State of the European Union or the European Economic Area may submit a request to participate.

Framework Contract for the supply of Reference Mapping Products

I.        Overview of the contract

The objective of this procurement procedure is the award of a framework contract with reopening of competition for the supply of reference mapping products that will facilitate the assessment of specific areas of interest (AoIs) in support of EU decision-making.

The framework contract will cover the production and supply of four different types of products:

 

Product 1 - Full Reference Mapping: High Resolution Vector Data (HRVD) products and provision of a background of geographical context, as well as a representation of a requested AoI, including hydrography, topography, land cover, infrastructure and population relevant data according to a Reference Mapping Data Dictionary (RMDD). The Full Reference Mapping encompasses 212 Feature Classes (Area: 105, Line: 43, Point: 64): 204 of the 267 MGCP plus 8 additional ones. 

 

Product 2 - Reduced Reference Mapping: HRVD products and provision of a background of geographical context, as well as a representation of a requested AoI, including lines of communications, land cover and other relevant data according to a subset of the RMDD. The Reduced Reference Mapping Product encompasses 117 Feature Classes (Area: 60, Line: 28, Point: 29): 112 of the 267 MGCP plus 5 additional ones.  

 

Product 3 - On-Demand Reference Mapping: HRVD products and provision of background of geographical context, as well as a representation of a requested AoI, with a limited set of Feature Classes which will be defined in each specific Product Request Form.

 

Product 4 - Updated Reference Mapping: Updates of HRVD products that have already been produced, based on new extraction specifications as well as new imagery.

 

All of the aforementioned products will also require capabilities in processing Very High Resolution optical satellite imagery to create mapping-ready orthomosaics and open source information extraction to accurately complete the attribute tables of some features.

Framework Contract for the Validation of Innovative Geospatial Tools

I.         Overview of the contract

The objective of this procurement procedure is the award of a framework contract for the acquisition of services supporting the validation of innovative geospatial tools for SatCen’s exploitation activities.

The framework contract will be divided into 6 lots as follows:

•             Lot No 1.  Satellite derived 3D Models: to provide off-the-shelf and on-demand Digital Elevation Models extracted from Very High Resolution (VHR) Electro-Optical and Synthetic Aperture Radar (SAR) satellite imagery, leveraging 3D extraction capabilities.

•             Lot No 2. Open Source Information Exploitation Platform: to provide open source content, monitoring and analytics capabilities to deliver actionable information in the field of border security.

•             Lot No 3. Geospatial analysis of anonymised mobile data: to conduct a pilot test on the exploitation of anonymized and aggregated mobile data.

•             Lot No 4. Quick Insight Reports: to provide on-demand quick insight reports (hereinafter, “reports”), which include actionable updated information on the modus operandi of migrants, traffickers and criminal organizations over a specific area of interest (AOI), to be defined in each task. Actionable information is defined as information that can be directly useful to customers for immediate exploitation without having to go through the full production process

•             Lot No 5. Crowdsourcing mapping: to provide a mean of sorting, classifying and extracting information from vast quantities of Satellite Images in short time, leveraging crowdsourcing methods thus engaging a community of users to discover specific features in defined Areas of Interest (AOI).

•             Lot No 6. New developments on Geospatial Data Processing: SatCen is looking for new applications / developments on satellite imagery processing in the following thematic areas:

a)            Advanced Geospatial Analytics

b)            Non-literal Satellite Imagery exploitation

c)            Advanced Ground Photo/Video Exploitation

d)            Artificial Intelligence on Satellite Imagery Exploitation.

e)            Multi-Temporal Spaceborne SAR  & VHR Optical cross cueing Exploitation
