  1. Description of the procurement

The European Union Satellite Centre (SatCen) seeks to establish a framework contract with a single economic operator for the provision of on-demand studies (i.e. reports) supporting multi source analytical assessments in the field of border security.

 

The studies must include quantitative and qualitative data collection / analysis methodologies, literature reviews,geospatial analysis and the integration / analysis of disparate sources of current and previously collected data,in order to provide actionable information over a specific area of interest that will be specified for each study.Actionable information consists of information that can be directly useful to customers for immediate exploitationwithout having to go through the full production process.The studies will relate to the domain of border security,including border surveillance and cross-border crime themes.

 

II.            Type of procedure

This procurement procedure is based on a restricted procedure in accordance with Section 4.4.2 of SatCen’s procurement manual.

This restricted procedure is composed of two (2) successive and distinct phases:

Phase I – Invitation to Participate (the present call):

Phase I concerns the selection of candidates following the publication of a contract notice in the Official Journal of the European Union.

In this phase any interested economic operator (including consortia) established in a Member State of the European Union or the European Economic Area may submit a request to participate.

Based on the information and documents provided in the requests to participate, candidates will be selected according to the access to procurement criteria, exclusion criteria, compliance with environmental, social and labour laws and the selection criteria set out in the document “Conditions for Request to Participate”.

Only candidates fulfilling all the criteria will be invited by the SatCen to submit a non-negotiable and binding tender.

Phase II – Invitation to Tender (separate invitation required):

Phase II concerns the evaluation of tenders submitted by the candidates previously selected in Phase I.

Only selected candidates in Phase I will receive the "Invitation to Tender", which will contain further information related to the scope of the contract, the administrative procedure, the awarding procedure and the detailed tender specifications.

 

Estimated maximum value

The maximum value of the framework contract is two million Euro, for its whole duration, including possible renewals.

 

Duration of the contract:

The framework contract shall enter into force on 1 January 2021, upon its signature by both contracting parties. The framework contract is concluded for a period of twelve months with effect from the date of its entry into force.

The framework contract may be renewed automatically up to three times for periods of twelve months each, unless one of the parties receives formal notification to the contrary at least three months before the end of the ongoing duration. Renewal does not change or postpone any existing obligations. The overall duration of the framework contract may in no event exceed four years.

REFERENCE MAPPING PRODUCTS

Description of the procurement:

This procurement procedure aims at the establishment of a multiple framework contract with reopening of competition with a maximum of five selected tenderers, covering the production of reference mapping products that will facilitate the assessment of specific areas of interest in support of EU decision-making.

The framework contract will cover the on-demand production, based on operational user’s needs, of 5 different types of reference mapping products:

  • Full Reference Mapping: High Resolution Vector Data (HRVD) products and provision of a background of geographical context, as well as a representation of a requested Area of Interest (AoI), including hydrography, topography, land cover, infrastructure and population relevant data according to a Reference Mapping Data Dictionary (RMDD). The Full Reference Mapping encompasses 212 Feature Classes (Area: 105, Line: 43, Point: 64): 204 of the 267 Multinational Geospatial Co-production Programme (MGCP) plus 8 additional ones.

     

  • Reduced Reference Mapping: HRVD products and provision of a background of geographical context, as well as a representation of a requested AoI, including lines of communications, land cover and other relevant data according to a subset of the RMDD. The Reduced Reference Mapping Product encompasses 117 Feature Classes (Area: 60, Line: 28, Point: 29): 112 of the 267 MGCP plus 5 additional ones.

     

  • On-Demand Reference Mapping: HRVD products and provision of background of geographical context, as well as a representation of a requested AoI, with a limited set of Feature Classes which will be defined in each specific Product Request Form.

     

  • Updated Reference Mapping: Updates of HRVD products that have already been produced, based on new extraction specifications as well as new imagery.

     

  • Situational Mapping: HRVD product representing a requested AoI and a given set of limited and defined Feature Classes, compiled and delivered in a map book format.

     

Type of procedure:

Due to the extraordinary circumstances brought about the Covid-19 virus outbreak, the deadline to submit tenders is extended by 2 weeks, until 13-05-2020 at 16:00h (instead of 29-04-2020 at 16:00h).

 

Description of the procurement:

The European Union Satellite Centre (SatCen) plans to award a framework contract to a single economic operator for the on-demand provision of software development services for the service provision portal within the scope of the European Union Space Surveillance and Tracking (‘EUSST’) support framework, set up by Decision No 541/2014/EU of the European Parliament and the Council of 16 April 2014. The EUSST service provision portal is a client-server application for the access and delivery of EUSST services, which is run and managed by the SatCen acting as the EUSST Front Desk.

The awarded tenderer will perform, without limitations, tasks relating to the evolution and transformation of the user interface of the EUSST service provision portal as well as tasks relating to the evolution of its back-end (server part). The services will be provided simultaneously with SatCen’s ongoing work on the evolution and development of the EUSST service provision portal. The awarded tenderer is expected to provide the services:

(i) in close coordination with SatCen, while avoiding any overlapping, redundancy or conflicts with SatCen's ongoing work;

(ii) according to an agile software development methodology, with frequent source code deliveries to prevent and/or mitigate any possible issue; and

(iii) foreseeing the integration of the source code developed by the awarded tenderer with the one developed by the SatCen.

The specific tasks, deliverables, place of performance and timeline will be defined in specific contracts.

The technical requirements are further detailed in Annex I to the invitation to tender.

 

Estimated total value:

The estimated total value of the contract is 600 000.00 EUR, excluding VAT, during the whole period of validity of the contract, including possible renewals.

 

Duration of the contract:

The initial term of the framework contract is 12 months.

The framework contract will be renewed automatically up to two additional periods of 12 (twelve) months each, on the same conditions, unless one of the parties receives formal notification to the contrary at least 3 (three) months before the framework contract expires.

The overall duration of the framework contract may in no event exceed 3 (three) years.

INTERNET ACCESS AND DATA COMMUNICATIONS SERVICES

Due to the extraordinary circumstances brought about the Covid-19 virus outbreak, the deadline to submit tenders is extended by 3 weeks, until 05-05-2020 at 16:00h (instead of 14-04-2020 at 16:00h).

 

Description of the procurement:

The European Union Satellite Centre (SatCen) plans to acquire internet access and data communication services for the SatCen’s headquarters located at the Torrejón de Ardoz Airbase (Madrid, Spain).

The SatCen requires the installation, configuration and setup of a redundant, low-latency, symmetric internet link to access internet over optical fibre connections.

No restrictions on protocols and ports should apply.

The required solution shall consist of:

— 1 primary main line at 1 Gb/sec.

— 1 secondary main line at 1 Gb/sec.

— Both the primary and secondary main ines need to be backed up by a single radio-link at 100 Mb/sec.

Both lines will run over fibres owned and managed by the Spanish telecommunications operator Movistar for the ‘last mile’ (around 3 km of fibre terminated at the entry of the Airbase where the SatCen is located).

It is the responsibility of the bidder to team up with Movistar to use the latter’s fibres to provide the services.

Prior to signing the contract, the successful bidder will have to obtain an authorisation from the Torrejón de Ardoz Airbase to access the Airbase in order to perform the installation, configuration and setup of the networking equipment.

The services must be fully operational by 30.6.2020 at the latest.

The technical requirements are further detailed in Annex I to the invitation to tender (Section 2 of the tender specifications).

 

Estimated total value:

The estimated total value of the contract is 252 000.00 EUR, excluding VAT, during the whole period of validity of the contract, including possible renewals.

 

Duration of the contract:

The initial term of the contract is 12 months. The contract will be renewed under the same terms and conditions, by means of exchange of letters or emails, up to 2 additional periods of 12 months each.

The overall duration of the contract may in no event exceed 3 years.
