SatCen welcomes Louis Tillier as new Deputy Director

Navy Captain Louis Tillier has taken on his new function as SatCen Deputy Director on 1 September 2021.


Captain Tillier, a French national, has longstanding experience in Navy operations and particular expertise in the fields of EU Security, Defence and Space. Through his career, he has acquired extensive knowledge of the EU’s institutional framework and its space programs.


Mr Tillier’s professional background reflects a blend of both operational and space skills that have ultimately led him to the intelligence community. He joined the Naval Academy in 1995 and served on various ships conducting operations as an officer of the deck and in charge of complex information systems onboard a frigate, nuclear submarine and a landing helicopter dock, and serving twice as Commanding Officer on Navy ships.


His longstanding experience in operational matters expanded in 2004 when he joined the Ecole Nationale Supérieure des Télécommuncations and graduated as an engineer in telecommunications.


Prior to his current assignment, Mr Tillier held a variety of roles including Communication and Information Systems (CIS) in the Navy, Joint Staff Program Officer for the Defence’s Satellite Communications Systems at the Joint Space Command and Commanding Officer of the French Maritime Intelligence Center in Brest.


Throughout his postings, he was an active member in the EDA and NATO SatCom working groups, where he strengthened his knowledge on space issues within the European Union and NATO.


Having worked with the European External Action Service (EEAS) and its Space Task Force, Captain Tillier is looking forward to improving the operational governance on space, understanding key factors and relevant differences in the Council Decisions for space related to security issues. In addition, as a member of the SatCen Board since February 2020, he leverages former experiences to develop a comprehensive vision of SatCen and help pave its way ahead.

Captain Tillier graduated from the War College (Maréchal Juin session 2011-2012). He is a Knight of the French Legion of Honour and the National Order of Merit. Furthermore, he is awarded the French National Defence Medal (gold), in addition to combat ship and overseas assistance mission pins.
